problem with AC in 97 tahoe

I own a 97 2 door tahoe.  I bought it used, and i know the previous owner has had the dash apart.  When i switch over from just cool air vent, to ac, there is no airflow to the dash vents, only to the floor and defroster.  is this a wiring problem or a problem with the heat/ac unit in dash??  like i said before, this only happens when the ac switch is on, the heat/cool vent works just fine.  Please help.

MOST LIKELY THE CONTROL UNIT IS FRIED. I BELIEVE THE CIRCUIT BOARD IS EXPOSED AND YOU COULD PROBABLY LOOK AT IT AND TELL IF ITS BURNT. HE PROBABLY DROPPED SOMETHING ON IT AND SHORT CIRCUITED IT.

It could also be a bad vacuum line somewhere.
