Just got to the amp and turned the gain all the way down. It stopped the whining. Turn it back up and the whining starts all over again. What's this mean?

That means that the gain is working just as it is supposed to. With the gains all the way down, can you reach your desired listening level?

No, with the gains turned down you can barely hear the speakers at all.

Turn the gains up, when you begin to hear the noise, back them off till it goes away.  Now can you reach your desired listening level?
