Sorry for my english here :
I'm trying to come up with a 12 volts circuit that would allow me to alternate two car horn at the push of a button. Kind of a wig-wag system but horn replacing the lights... (usually called a "Attention-getter")
I've heard about using a flasher and a relay or something like that...
Any idea how to proceed ? a diagram would be good wig wag system for horn? -- posted image.

A 555 or any astable circuit with its output driving 2 relays; one with coil to +12V the other's coil to GND.
The output has to be capable of sourcing and sinking the coil currents.

Noting that some (older...) flasher cans require a high load (eg, 50W) else may not flash.
But it's easy enough to try...

Another questions here...
Would it be possible to modify the flashing rate by using some sort of a potentiometer or something else ? So I would be able to make it alternate faster or slower.

No - not if using a flasher can.
But yes if using an astable timing circuit - eg, a 555 timer etc.
