Im doing a compustar remote starter/idatalink bypassed remote starter on a 1999 Remote Starter and have everything connected but the yellow wire from the bypass to the vats wire...Whic vats wire do I connect it to and were can I access it as I cannot get the steering column cover off....

As noted in the iDatalink install guide, the VATS wires you are looking are in a Gray or Orange 1/8" diameter tube that

runs from the steering column towards the fuse box under the dash .  You will find it along with the other ignition wires
once you drop the under dash trim panel. 

The VATS wires inside are very small gauge, the same color & gauge and slightly difficult to work with.  The iDatalink

install guide shows which wire to connect to by a ground or votage check using a Digital Multi Meter.
