Hey there,

Been working with this idea similar to the side blinkers you see on Cadilacs etc.

But added a random blink.  actually its not random**  it loops from D1-D8  but if you position the LEDs in different places,  and speed up the rate:It appears as random.  So,  here's my idea.  I was going to start on the breadboard this weekend unless someone objects or has any suggestions for tweeking or improvements.  Input will be 5v  and there will be a limiting resistor on each LED 470k; or whatever/ lol

What im really not sure about is how to make it behind the mirror instead of drilling into the mirror.  it would be nice to not see the LEDs unless they are on.

Be aware of the 4026's limited output current. If self limiting, the LED resistors may not be needed.
Using the 4033 instead, it could be used as a legitimate flasher.
And not that I'm into decoding PCB layouts (except when necessary) - I even have a dislike for "physical" based circuit diagrams - but I'd have pin 5 (/10) as the pint LED, else maybe 10 or 12 is the arrow was symmetrical.
As to safety issues or what local authorities think...
