I need a non destructive way to test out Rx and Tx data wires.

Check the pin out on the plug at the barrel, or hook up your bypass and try to program, its not gonna hurt anything regardless, during programming its just reading the wires, no output happening.

I ii d not have a way to test for data wires right now. I can't meeter for a data and I don't want to risk hooking ground or power.

Get an oscilloscope. When used properly you'll be able to see the data and to some degree decode it (if you really wanted to).
