I recently purchased a car with a car remote starter security system installed. The problem is it didn't come with the fob. The car is a 2011 Kia Rio 5, the remote system is an Autostart AS-2471 TW FM. The remote system is Compatible with the SmartStart (use your smartphone to start your car). So my question is can I just purchase the startsmart module (without purchasing any fob) to use to start my car with. Just a smartphone, no fob.

As long as it is compatible and you have that open port to which the smartstart plugs into then you are good to go.

I thought I read somewhere that a retailer/dealer has a activate the SmartStart. It's not something you can do yourself. Is that true?

Generally speaking, yes. Only an authorized dealer can activate it for you, however there are ways around this.
On the unit you have, you must have a free dataport to use for the smartstart, AND it must be programmed in the settings to allow a smartstart unit(some come preset for this option) What i suggest you do is go to a local shop and ask them to program it for you. you could do it yourself if you had a remote but you don't.
After you have wired the smart start in, PM me and i will activate it for you.
