Would this consist of cutting the wire in half, wiring it to a latching relay (30 & 87a) and sending 12v towards the defogger?

Trigger to 85.
Constant live, 15 amp fused to 86 and 87.
Cut existing wire.
Switch side to 87a.
Defogger side to 30.
You'll need to place a 1 amp diode 1N4004 across 85 and 86, band to 86 to protect your alarm or remote start.
