 Hi there, Does anybody know if I can install a dei 516U talking siren  to my rattler 300 alarm.  If so How????

Sure. All you have to do is connect like wires together. So hook up the power, ground, ground when armed, and the siren to the voice module. Then if you have an external shock hook up the warn away input to the blue or green wire of the shock sensor. Then all you have to do is wire the speaker.
