Viper 791XV System Not Programming New Remote

I have a Viper 791XV system I got from a friend that they ripped out of their car. I have it hooked up on my bench and I can get the remote and the unit into programming mode, but the remote doesn't program to the unit.
I have followed the instructions in the manual exactly as it said. I still get nothing
Anyone here has any things to try or have any experience with this system or something similar?

Note which pins are constant power and ground on the main harness, unplug the harness, and short those two pins with a paper clip. Then try again.
If this does not work, have someone try a Bitwriter.

Ok, I will try this. I don't know anyone with a bitwriter, but I don't think it would be locked as it was something somebody installed at home. I tested it and it didn't work.

You probably have a faulty remote. I gave up on my 791xv after 10 years in service and 4 remotes. The remotes are crap, not durable, and expensive. I upgraded to a more recent unit with better remotes. Edit / add: You do have the remote antenna plugged in, right? 4 wire connector.
