Specifying a Safe For My Use DC-DC Converter

Thanks in advance for reading. First post, with only a basic understanding of power. Iím probably overthinking this, but...
I use a powerbank to run or recharge various devices including battery chargers and audio recorder. On occasion (camping, etc) Iíd like to be able recharge the depleted powerbank from my vehicleís 12v system. Seems most efficient to do this via a DC converter rather than the supplied ac adapter and an inverter. Not wanting to fry the good quality and not inexpensive powerbank, I want to understand what specs to look for in a suitable accessory outlet DC-DC converter.
The powerbank specs are: capacity 20400mAh, input voltage 4.5-36V (power>1w), AC output 120v or HVDC150v, DC output adjustable 1-24v, usb outputs 5v and usb quick charge 3.0.
The ac switching adapter output is labeled as 19v ó 2.37A. Center pin +
The vehicle accesory outlet measures 13.4-14.6v depending on whether the engine is running. Iím sure this overage is expected or required for the system, how does this affect a converter? I assume I need a regulated converter?

No converter needed. It says input voltage of 4.5 to 36 volts.
