I was wondering if i get 2 12 kicker comp vr's, and i get a kicker class D mono DX700.  Would this amp be enough for these subs?

For 2 CompVR's I'd suggest either...
1) (2) 4ohm 12" CompVR's and (2) KX400.1 Class D mono amps. The subs are 400RMS 800Peak, and the amps are 400 x 1 @ 2ohms. Each sub would be wired in parallel to its own amp, running a 2ohm load per amp. Each sub would receive 400 watts.
2) (2) 4ohm 12" CompVR's and (1) KX800.2 Class AB 2-channel amp. The subs are 400RMS 800Peak, and the amp is 400 x 2 @ 2ohms. Each sub would be wired in parallel to its own channel, running a 2ohm load per channel. Each sub would receive 400 watts.

just to make sure, the comp vr's you describe are dual VC right at 4 ohms each?

Correct. (1) 4ohm DVC can be wired in parallel for a 2ohm total load. So it would be 1 sub per KX400.1, or 1 sub per channel on a KX800.2
