4 volt pre outs

I have an old Pioneer amp it's a GM-H100 and would like to know if it is ok to use a deck with 4 volt pre outs with it.

Most older amps only have a 2 volt input and the majority of the present day amps are still 2 volts and a few can handle 4 + volts. It will not hurt the amp, just becareful with the gain control of the amplifier.

yup adjust the gain accordingly for the higher input signal nd you'll be okay.. or look into using a pre-amp if you really want or need to clean up the signal.
personally I use(d) an orion 300PRQ. It offered two potentiometers in the back for setting left and right input signal, and ran on a +15VDC power supply fed from the DIN cable of an Orion amplifier. Worked really well in my situation.
