Is the passlock ground wire the same as chassis ground, I mean could I just use a wire directly to chassis ground instead of using the black passlock ground wire?

Chassis ground will work, but it is rumored that it may not work reliably.

GM apparently felt that it was important that Passlock get its own dedicated ground, so it is probably best that the aftermarket piece is wired the same way.
