Where should i install this? Close to the radio or amp?

I would suggest installing it as close to the amp as possible to try to eliminate the chances of picking up additional noise thru a long RCA run.

No offense Ralph, but I disagree.  The speaker leads off your radio aren't sheilded, but RCAs are.  You're better off to install these right behind the deck if possible.

(geepherder, no offense taken)  The rear speaker leads could be used, and assuming the amp is in the rear...it's a win, win situation.

Where to install the LOC is also partially dependant on the design of the LOC. Transformer based designs should be as close to the new amp as possible because the output from transformer based LOC's drop quite quickly and the additional impedance and capacitance will effect the frequency response. I certainly agree with geepherder about the RCA's vs factory wiring though.
