Is there any way or is there anything I can tap into a signal light wire at the bumper  where as the wire will not flash or pulse it will just be steady on.

you're confusing us Sammy????? What exactly do you mean? Are you trying to find 12V power at the back bumper??? How about the power wire to the power trunk latch if you have one???? Give us details and info, maybe we can help.

You mean a turn signal to a constant? for a corner light or something like that?  easy...use a capacitor..just play around with different sizes...look here for help on this:
