ohh opps didnt see the part about the alternating... So I would say a 555 is the way to go as well, you could use a microcontroller.. haha Im so lazy I woud rather just write code than build the astable 555

Thought I would follow up with an inexpensive little kit I found in case someone is looking to do the same thing. This kit can be powered by 12V and instead of soldering the LED's to the board, just use a pair of wire to mount the individual LED's wherever you want.

Scroll down to kit K138, the pdf link will show picture and specs. For $3.75 its pretty reasonable.
