Does anyone know if there is any software out there that will allow a person to access the vehicles PCM (computer) that this could be done with a Laptop. example: Accessing the computer to adjust the speed limiter and RPM limiter. Vehicle brand is not important, Chevy,Dodge,Ford..etc.

The software and hardware for some manufacturers is available.. being able to change limiters and such is pretty advanced stuff - what kind of vehicle are you looking to do this to?
