alright,as if it ever ends..  every 10-15 sec, i get a pop, or like a crack in my speakers, its always the same volume so matter how loud this music is. I have a sub amp and an interior spkr amp. It never did this untill i put a subwoofer back into my system.

Something's not right with the amp hookups.  If you have a cap, relieve it of duty.  Get the system to the most basic setup possible.  If the 2nd amp is connected to the outputs of the first amp, try reversing the setup.  Disconnect the battery and then redo the amp ground connection.

Try redoing your grounds. Try connecting only your 4 channel amp and see if the problem goes away.

My 4 chan amp is connected off the rear highlevel inputs. The sub amp is hooked to an rca. I have an 8 guage power wire split by a Stinger distribution block, and then the amps have 2 separate grounds. I just spliced the remote turn on wire, I have my remote wire to a  switch,so i also have my neon hooked up thru the turn on wire, but i tried shuttin off the neon and it still did it.

High level inputs on the 4 channel amp, RCA on the other amp.  That should be OK.  You said the 4 channel was working just fine before you installed the sub amp.  But now your getting the pop noise through the 4 ch amp, because you hear it in your interior speakers.  Now unhook the neon completely.  Run a separate REM for each amp (you can use any wire, like a strand of speaker wire, to test).  See  if the popping stops when you eliminate the neon and the REM as possible causes.
