Does anybody make a rain sensor that detects rain and you can connect to lets say a 530t window controller to close your windows, soonroof,etc

yes but Ive only seen them used for water leeks in say a basement around a water heater

My installer told me that DEI was working on a sensor for just such an instance. He said, and I can't verify it, that it should be available late this year.
