Is a Soundstream EGA2440 a good amp?

Is this Soundstream amp a good amp? http://store.yahoo.com/csexpo/egsost2chcar.html

Is it actually 880W or are the watts overrated?  It will be powering two Memphis 12s, 400max 250rms.  Is this a good amp for those subs, or is their a better amp in the same price range?

If $159 is all you are willing to spend, then go for it.  It should give you enough power for those subs bridged at 4 ohms.  But with the availability now of so many class D sub amps, I would keep shopping for one of those and save or borrow a little more money for it.  You'll draw less power from the car to run a Class D at the same level as a 2 channel amp, and therefore might save on wiring costs, etc.
Build the box so that it performs well in the worst case scenario and, in return, it will reward you at all times.

Any paticular class D amps? and how much more money, im running on a sort of tight budget.

First let's doublecheck the ohm rating of those subs to see what impedence you can give the amp.  What are they, SCV or DVC and what ohm rating?

I would have to say that the amp is good to push your subs or speakers.

The real question you should ask.

How long will the amp last before a fuse or a problem occur?

You wouldn't want to have to go back and waste time.

I've done a lot of research about that amp and I've herd nothing but people talking good about it saying it does what it says and for the price its unbelieveable.  My friend bought one and had it delieved to my house the other day and let me tell you this thing is huge! If you get it make sure you have room to put it.  I know size doesent mean much but as heavy as it is and the quality of construction I can tell this is going to be a decent amp.  I'll let you know how it sounds after we put in in.
