Is a Soundstream EGA2440 a good amp?

If $159 is all you are willing to spend, then go for it.  It should give you enough power for those subs bridged at 4 ohms.  But with the availability now of so many class D sub amps, I would keep shopping for one of those and save or borrow a little more money for it.  You'll draw less power from the car to run a Class D at the same level as a 2 channel amp, and therefore might save on wiring costs, etc.Build the box so that it performs well in the worst case scenario and, in return, it will reward you at all times.

Any paticular class D amps? and how much more money, im running on a sort of tight budget.

I've done a lot of research about that amp and I've herd nothing but people talking good about it saying it does what it says and for the price its unbelieveable.  My friend bought one and had it delieved to my house the other day and let me tell you this thing is huge! If you get it make sure you have room to put it.  I know size doesent mean much but as heavy as it is and the quality of construction I can tell this is going to be a decent amp.  I'll let you know how it sounds after we put in in.
