It does not do it all of the times. Also if it does start to bounce then after a few minutes it will catch to the right place. Now that I am completely blind from reading the above jiberish . . . bouncing tach -- posted image.
I would ask you to varify that the following ignition components are indeed sound and in 100% working condition.
You should start by checking all the very basic things such as a bad or loose ground. Cracked or shaffing wires, and related harnesses to the distributor.
Coil, Ignitor, Cap, Rotor, Wires . . .

Does youe engine rev up and down?  Could be a bad coil, depending on the vehicle

if your car has a timing belt and not a timing chain. you need to replace the belt. it has been worn down. its beter to do it now intestead of having it break. same thing happened in m freinds car. The belt was completely smoot when we got it out.
