Does anyone know what the FA-3 Is supposed to do?/ I assume its an alternating flasher, its got 555 circuit and a large relay, but it just clicks at the interval and powers on one side for a fraction of a second. It's got x , and P, p. Don't know, i'm wondering if i'm gonna have to makeup a relay assembly to get the rear wig wags workin

The FA-3 is basically a 537 automotive flasher but with consistent flash rate regardless of what is connected to the outputs.  The 537 flash rate is determinted mostly on what is on the "L" terminal,  the other two is X which is power input and P which is the other output.

There are two versions, one with the ground wire lead, that's the newest version, the other is without.  That won't work with leds but with halogen lamps it will do.  The newer version can be any wattage up to 50 watts.

Hope it helps.
