I see alot of wet sanding going on. I know what it is but what is the affects of wet sanding vs. the effects of just "dry" sanding ?

And why would you use wet sanding over dry sanding on a FG enclousure ?

Wet sanding is normally used when you are finalizing a paint job. This has many benefactors. You keep the dust down, it makes the paper last longer and help remove debris that may mar your finish job.

Wet sanding is also a good idea if you want to smooth off the orange-peel look before you get ready to shoot the clear. This will give you the "glass smooth" look. Just be careful not to sand thru the paint!

If your talking about just putting water on it to make it damp that's almost like dry sanding. Wet sanding is normally when there is a continuos flow of water on the area that is being sanded.
