Permanently Disable 2000 Caravan Alarm

New to the group, so Hello All!! Very informative site, but I'm looking for a little more specific info than what I found so far.

2000 Grand Caravan with factory alarm (headlight/4-way flash, horn & starter cutout). Starter cutout seems to be stuck. It's not the starter or starter relay (cranks when 12v supplied to relay). It's not the ignition switch behind the key - that was replaced a couple months ago. Remotes were damaged so Chrysler dealer tried to program new remotes but they wouldn't work. Turning the driver door lock to Unlock for two seconds doesn't help on this model.

The alarm can only be avoided one way: get in and crank it over before it goes off.

That worked for a couple years, until it stopped cranking. Dealer wants $87.50 to program the computer to shut it off, plus about $150 towing.    Right.

Some articles here suggest a way to ground it, thereby disabling it. Could someone explain that process to me?

Factory Disarm - WHITE/ Dark Green - (665 Ohm) left Connector bottom of Fuse Panel
(That probably means you have to ground it through a 665 Ohm resistor, but I haven't tried that on this car, so do a little more research first....)

unplug the hood pin and the factory alarm won't set again.
