hey i have a pre made sub box which came loaded with two 12's and it says 700 watts peak handeling does that mean that each sub is 700 watts or the whole thing is 700 watts

That is the total that they can handle. Peak power is not a good reference for wattage. You need to go by the rms power.

Neither.  It means both subs can handle maybe 200 watts each.  Probably less.  A max power rating is extremely useless.  When you shop for a sub/amp/any car audio product look at rms value.  This is what a speaker/sub/amp can play/handle under an extended period of time.  That 700 max rating is bout as usefull as a handfull of dirt.  Sounds like something from wal-mart.  Get rid of it and look into a real sub/enclosure combo.  You won't regret it.  Promise.
