Not gonna find them less than that unless you find them used.  What's your application and why does it have to be EV?

Again, why?  What's the planned usage?  There might be a better solution that is in your price range.  You're not likely to find new Electro Voice 12" woofers for less than retail.  $500 will buy you two or maybe 3 if you're lucky.
