Altima cold start wire

I have a 1999 Altima SE 2.4liter.  I was wondering if someone could help me.  Car has a second Cold Start wire.  Can this start wire just be energized while cranking or does this wire need to be energized with the ignition and be energized all the time the engine is running.

Only during start. Use this diagram if the starter you have doesn't have a 2nd starter output:
