93 concorde has no electricity

 hello everyone, this is my first post here and i could really use some help in diagnosing a problem on my 93 chrysler concorde.  i have a little under 12 volts reading at my battery, however, my car has no electricity running through it.  nothing in the car is working, i can't even get the power door locks to work.  i am currently trying to trouble shoot the problems with the help of a Haynes manual, but it is not going so well. 

to make matters more complex, i have a remote starter (viper valet 552t) that has been installed years ago and i don't know whether the problem lies in the remote starter itself or the starter solenoid.  do any of you have a clue what could cause this situation where nothing functions even with a good battery. 

 i have since checked that there is power to the relay (same voltage reading as the battery ~11.85 volts), the relay is reading 67 ohms, and Haynes says it should be near 75, is this difference material?  i am going to try and connect a remote starter switch to see if this can help me rule out any faulty areas.  is it possible that a bad starter relay would cause no electricity to the car, any help or input is grealty appreciated......

I would take the battery out of the car and take it to autozone or an autoparts store...they usually will check it for free... Your battery could read to have 12 volts or so ,but not have the current to do anything due to internal shorting..  I believe that what you have is a bad battery.... Let me know if it isn't the battery and I can go farther into depth...I know how "typical " diagrams are in manuals.
