On most Diesel VW's there is this little plastic vacum ball in the engine compartment usually near the front of the engine (drivers side).  Underneith it are a couple of plugs.  One of them has 3 little wires one of those wires is your tach signal.

Not sure what the wire color is off the top of my head, but it should be there.

Remember that your tach signal is a AC signal but you can check it with your mulitmeter on the pulsed DC setting.
