amp voltage question

how come the amps are rated at 14.4V, but car batteries put out 12?

14.4 is the nominal voltage, with the car running. Also, most amps will make more power at 14.4 volts than at 12 volts, this is why the manufacturers rate them at that voltage...
It all reminds me of something that Molière once said to Guy de Maupassant at a café in Vienna: "That's nice. You should write it down."
