I have 2- 4 ohm subs wired parallel that are connected to a monoblock d class amp that puts out 400 watt rms at 2 ohms.  Does this mean each speaker recieves 200 watts rms.  The speakers are rated at 200 watt rms and 400 watt max.

Yes, you are correct. Each sub would receive 200 watts rms.
