2003 Jeep Wrangler Downshift

Is there a simple adjustment I can do at home to inhibit the Cruise control from downshifting on a 7% grade?
Without cruise control, no downshifting occurs on a 7% grade. The tach reads 1800 RPM at 60 MPH. With cruise on downshifting occurs after a short distance and at the same RPM.
Is it safer to let the dealer do the adjustment? Is there an adjustement?

Jeep dealer said NO adjustment, live with it.
