I have an amp that says to not use no less than 4 guage for the power and ground. Would I be able to run 4 guage to the fuse block and then run 8 guage to the amp.

If you do that you would be bottlenecking the power at the point of the 8 gauge.  Just run 4 gauge direct to the amp.  If you have more than one amp, you could always run 2 or 1 gauge back, and split it off into a couple 4 gauge leads.
