I recently replaced a bad washer fluid pump.  The new pump worked when I had it "rigged" to make sure I had it right before completely installing it.  When I finished the install the pump didn't work.  My question is can I just hook it up directly to the battery to determine if is the pump.

Most everything in a car, simple anyways, is twelve volt.  You should be fine.

Most any pump or motor must be kept cool while operating.  Washer fluid pumps use...wait for it...your washer fluid.  Most people encounter washer pump failure when they run out of fluid but continue to activate the pump trying to get that last little bit.  If you ran the pump without fluid for an extended period while testing, your pump may have failed.

Yes, you can test it on your battery.  I'd check it with an ohm meter, then check for voltage at the pump when the lever is pulled.  If it reads "open" on the meter, then the motor is burned out.  If you have no voltage when the lever is pulled, then check your fuses and the switch.
