what can i do?

Example:

i have a 4-ohm load single sub and i want it to pull a 2-ohm load on the amp. can i add resistors in the wiring? what can i do besides buy another 4-ohm sub or buying a new 2-ohm sub buy its self??

Nothing.  The impedance of the woofer is the impedance of the woofer.  The amp does not care as long as it is high enough.  Why do you?

why do i?

so i can take advantage of free power. if i can buy an amp that is rated at 100 watts @ 4-ohms and run it @ 2-ohms = 200watts then that will be cheaper than buying a 200watt amp.

Yes, you can do this.  The only way to do that is to place a 2-ohm load on the amp.  That would be either 2 SVC 4-ohm woofers or a single DVC 4-ohm woofer, or some other combination.  But it is not "free" power.  You pay for it by having a noisier, hotter, more prone to distortion, shorter lived amp.  But yes, if you place a 2-ohm load on an amp designed for it, you draw more current and net higher power levels.  Into the same speaker, increasing from 100 watts to 200 watts results in approximately +3db increase in SPL.  Not a hell of a lot.

also if u did put a dummy load inline....u would still have the same amount of power to the single sub because of the other load absorbtion. 
Where theres is a wire there's a way.
