i have a kenwood kdc-301x 2 ch amp. i wanted to hook up this amp to my highs. will this affect the sound quality? or should i get a 4 ch amp?

will work just fine as long as you have a crossov er either on the amp or in line with the speakers

whats the difference between a crossover and an eq?

A crossover is necessary;  an EQ is not. 

A crossover separates the range of frequencies into portions that each individual driver is capable of playing.  The crossover point between the mid and tweeter is a particularly delicate area, for instance.  Another thing the crossover does is provide control of how loud one component is compared to another;  e.g. tweeters often are attenuated because of their high efficiency.  If it weren't for the attenuation circuit in the crossover, the tweeter would be too loud compared with the mid driver.

An equalizer can tailor the sound in each of those portions of the frequency spectrum.  But it can't replace the crossover's function.
