burnt wires

ok for somereason the last owner that had the car he burn the constant wire and the negastive wire to hook up your cd player, i check the fuses and everything is ok, and there is no power going through those wires, do i need new wires to hook it up?

Usually the Constant 12V wire is fused in the fuse box in the engine compartment. Generally the ignition (12V) wire is fused in the fuse box inside the car.
I would check on the fuses under the hood before running additional wiring.
It is extrememly good practice to make your own ground though, as factory grounds are usually fairly long.

check all the fuses and there ok even underneath the hood

hawaiian no listen to da haoles!!! bro if your wires burnt dont use it or your asking for another burn! just tap a new constant from your ignition harness fuse it off course. ground wire no matter if burnt but i would run another ground anyway. take it easy hawaiian and shop at elite on keamoku!
