It sounds like you're waiting for the lights to come on while the hood pin is down.  You must release it for the lights to come on, then while the lights are on, you push and release it again.  Now the lights will stay on and let you enter programming.

Well after almost throwing the unit against the wall I have it all figured out!

I went to CT and took back the Unit and plugged in the new one and bingo started making sounds and the hood pin flashed. Programming the remote was a bit of a challenge as well as setting the time on the remote, but the unit now works and I can finally relax...after 2 days.
