2000 Explorer Factory Alarm

When I arm the alarm, I am not getting the lights to flash. Also when I hit the panic button, the horn sounds, but no flasing lights. I have checked the fuse, and traced the WHITE/ violet wire to the rap. Should the wire show voltage, and then pulse ground when the panic button is pushed?

What I am trying to do is to get the lights to flash in conjuction with setting the alarm, and the panic mode.

This is a factory alarm, correct?
Roll down the driver's window.
With the door open, arm the system, shut the door and wait to be sure the system is armed.
Reach thru the window, open the door and cause the alarm to go off.
With a meter (or computer-safe test light, cheek to see if either of these wires are are pulsing in time with the horn:
PARKING LIGHTS(-) WHITE/ PURPLE (-) IN DRIVERS KICK PANEL PARKING LIGHTS(+) WHITE/ BLACK (+) @ HEADLIGHT SWITCH
If not, check your factory owner's manual for the car -
how the alarm is designed to function and see if there is a programming function that needs to be set/changed for the parking lights to flash.
