Looking for a type of relay

Im looking for a relay or a pair of relays that will do the following.
If there is power or ground on the line for X (2-3seconds) then activate the relay (and then timed for 3-5 seconds....not needed to be timed as I can just add a 528 for this).
Does such a relay exist?

Sounds like a 528T will do what you are looking for.  Not sure if I follow what you need, can you clarify?

Explain 528T This number means nothing to me.

Thats exactly what Im looking for...preety much
what this is going to be used for is a sunroof mod... where ONLY if you hold the open button for 2 or 3 or whatever seconds...it then auto opens
I know I can do it by one-touch but Id like to do it like that and have the option of opening it half way etc
