Bench testing a battery back up siren?

I have a clifford battery back up siren and tried to bench test it to see if it would work. It didnt so I had a friend tell me you cant bench test an alarm or siren. Everything was hooked up and you could here the switches clickling in the brain (clifford matrix) to lock and unlock the doors but the siren was not making the tink sound.
Does this mean the siren could be bad?

Some Alarms go into Valet Mode when they are Powered Up prior to Programming.  Did you Meter the Siren wire?  How did you try to Activate ( Trigger ) the Alarm?

Well I didnt trigger the alarm, I just used the arm and dis-arm on the remote and put a test light on the + output for the light flash and had the siren hooked up. The light flashed but the siren did not chirp.

you can def bench test and alarm and siren   just an fyi is this is a new back up siren it have to charge the internal battery i.e (smart siren 4 and i think the 515r) remeber that only charge when driving meaning hook up the ign wire
