I have a 99 Honda civic DX hatch back. and I am installing an Ultra start alarm starter combo,

The installation manual listed here;

http://www.ultrastarters.com/manuals_download_pdf/English/MAN-45XX-INSTALL-U.pdf

I know there is supposed to be a -pin wire for the Harch open. However here is the deal there are 8 Blue with black wires in the drivers kick pannel area. None of wich have any voltage when the car is in the off position however the one that I did find that seems to be the correct one has 12v only when the key is in the "on" position and the hatch is closed and goes to 0v when the hatch is open.... but this does not work when the car is off thus, if you open the hatch even when the alarm is armed the alarm will not go off.

I cannot figure out how this is supposed to work if the trunk pin does not indicate that the hatch is opned to the alarm unless the car is in the on position.

Any thoughts?

I do not have that plug! I have looked everywhere for it. there was no factory alarm with the Base Civic DX hatch. so I do not think that plug still exists... any other help.

Thanks again.

There is a bit of pain to this car if you don't have a any dome light indicator to of such when you open out the hatch. IF YOU GOT NO TIGGER PIN, YOU GOT NO TIGGER! Period. You have to make you own hatch pin. Hopefully, that will save you some time looking for it cause you haven't got one.
Be careful whose advice you buy, but be patient with those who supply it.99 Civic Hatch Trunk Pin troubles -- posted image.
