I'm looking at converting a 20 LED light strip into a sequential light bar, starting in all off and proceed to all on.
I all ready know I will have to convert the bar from series to parallel.
I have also searched on this but all I find is people wanting on a 3 bulb set up not a LED strip. Correct me if I'm wrong but a 555IC and a Counter would be best?

A 555 driving a ring counter would be fine
