eclipse nav in CTS

The manual will tell you if it requires initializing or any other nessecary procedure.

If that checks out ok you can use a meter to make sure the signal is getting a good connection to the nav system., but you will need to use the meter while driving the vehicle so have an assistant for safety. If all else is well it could be a defective unit but I would exhaust all other possibilities before assuming that.
