so my friend bought a crappy 200 watt walmart amp and a wiring kit.  with speakers hooked to it, when the radio is on the speakers stay at the same volume independent of the head unit volume, example: the speakers hooked to the amp are the same volume regardless of head unit volume 0 or 30

Sounds to me like the input to the amp is connected to a constant-level output from the HU.

Wal Mart or no, what brands and models are being used in the signal path here? Deck, amps, anything in between would be useful info.

scratch that.. noticed that you said the deck had a set of pre-outs, meaning it's aftermarket. don't know what to tell you there.

one idea would be to try it with a different source.. leave the car on (so the amp stays on) and plug in a portable player using a mini-to-rca cable. if the amp's volume changes with the portable player, then the problem lies in the deck somewhere.. if the volume stays constant again, exchange the amp.

yeah, i keep an old md player and mini cable in my toolbox for just this sort of weird situation. a seperate source helps out sometimes.

(that and i have nothing else to do with my mini-discs.. the only things that even use them are both in my toolbox.. the portable i use for testing, and the deck which is installed in one of the drawers of my box)
