on/off fog lights manually 97 ford explo

Want to make the fog lights on my wifes ford explorer turn on/off manually. Currently they  turn on when the parking lights are on and would like to keep them on when I change from low beam to high beam; currently it shuts off when swithced and swithces back to on when lights are low beam again. In short would like to have them on but having the parking lights off and not on at the same time and when in high beam have them on too.  I was thinking just cut the wires at the fog lights and run them to a toggle switch; am I on the right track? Yes, that would be an easy solution. I have a '97 as well, and have previously thought about doing something similar myself.
