A friends 1995 Grand Prix has very slow blinkers. With the headlights off it is slow. With the headlights on it is even slower, almost does not blink at all. This started after the car hit a deer. The car was repaired otherwise, but the blinker problem remains. Any help would be great. Thanks

I know that there are some smart guys out there. If a blinker bulb is blown out, the flasher flashes faster, correct? If that is right then if the blinker is drawing more current than normal than it would blink slower?

I would check to make sure the right flasher is installed.  They make different flashers -2 bulb, 4 bulb, etc.  If the wrong flasher is installed it could cause this issue.

I would also probably just replace the flasher to see if that helps, assuming there are no burnt out bulbs in the car.
