does anyone know where i can purchase an adaptive/intelligent cruise control that maintains a fixed distance between the car ahead?

What you are looking for is only found in a very select few higher end vehicles. It incorporates far too many components of the vehicle's electrical and driveline system to ever offer it as an add on kit.
