Is there a particular type or part number blinker relay to use for 1990 Celica to fix hyper flash. I will replace my parking /tail lights to LED.

EP34 is a 3 terminal flasher that is compatible with LEDs. You might give that a try. Check your local auto parts store, or eBay, Amazon, etc.

If you're not sure you can pickup both an EP34 and an EP35. They look similar but polarity is different.
They will have a diagram on the outside you can compare with your factory wiring diagram.
You can get a pigtail (a 9003 headlight socket or even a relay socket) and crimp male tabs at the end so you can reorient the wires if needed.
If course you might be able to lookup a compatible flasher on the parts store website.

Lee, you might know this.
i bought this car a few years ago now but ever since, the parking/outside lights except the head lights are staying on when the car is running including my dashboard cluster lights. what could it be?

It's for my 1990 Celica. Tails lights everything are always on even during the daytime. The switch from steering wheels is off. It looks to me something is shorting out.

Do you have an aftermarket radio installed? Is the orange wire connected?
See if the light green wire from the headlight switch shows a ground in the off position. If it does, unplug the switch and see if the ground remains. That should tell you if it's shorted inside the switch or not.

i installed the after market head unit 2 years ago but I don't remember using the orange wire. I will check these out. Thanks

If there's an orange wire connected, disconnect it and see if that does it. If not, unplug the headlight switch and see if it goes away.
If it goes away when you unplug the headlight switch, you can either replace the switch, or install a hidden toggle switch so you can turn them off.
